UKVM has launched a European intitive to grow market capacity in Value Management.   If you have value management expertise to share and skills to drive business growth, get in touch and tell us about yourself and your business adn apply to join the programme.

April 19 -21  Budapest, Hungary for delegates from UK and Eastern Europe

May   7 - 9   Utrecht, Netherlands for delegates from UK and Western Europe

The course language is English.  Candidates will review the Value for Europe syllabus and create outline plans for Value Management training at three level

VM1 :  Foundation   - trainer disseminates the tools
VM2 :  Advanced 1   - trainer develops workshop/study leader

VM3 :  Advanced 2   - trainer develops programme leaders/ study designers
These courses involve significant preparation, attendance at a three day workshop to develop training skills, completion of training plans, and preparation of a demonstration training module which will be subject to 360 degree review during an assessment days which will be scheduled for later in the year.  Applying to joining the course involves making a commitment to follow though each of these elements. 

Each candidate must satisfy minimum entry level requirements before joining the trainer workshop and each candidate must pass the assessment day before the course certification can be awarded.

2011 - European Committee Working Groups Meet in Edinburgh

UKValueManagement welcomed delegates for the working group meetings of European Standards Committee CEN/TC279 on 13th May in Edinburgh.  Work is progressing at various stages in connection with three value management standards publications: EN 1325, EN12973, and EN16271.

2010 - Cabinet Office Launch Management of Value 

David Pitchford Executive Director, Major Projects Directorate, Cabinet Office, launched new guidance on Management of Value on 4th November 2010.

The guide is authored by Michael Dallas and Stephanie Clackworthy.

Michael Graham contributed as a member of both the Reference Group and the Review Group for this guidance.

The guide states ... management of value should be applied throughout the whole life of an investment decision, from start-up to retirement or any resulting asset or services

Speaking at the launch event in London, on behalf of the Institute of Value Management, Michael Graham said 

The Institute of Value Management would like to express full support for this very worthwhile Cabinet Office initiative that we believe is a stepping stone to help public services face the challenges posed by the Comprehensive Spending Review.  In our view the Management of Value initiative is wholly relevant to every type of public service from local and central government, healthcare and the emergency services. 

Management of Value is also applicable to the private sector to improve competitiveness.  For many years businesses around the world have used Value Management to strengthen competitiveness and profitability.

The IVM’s global experience shows substantial public sector benefit with benefit to programme cost ratios of up to 100 to 1. 

For every $1 spent on Value Management, up to $100 benefits are being secured [1].  And anecdotal evidence indicates similar returns in private sector.

2010 - Value Management - Framework for Sustainable Decision Making

Value Management for Sustainable Decision Making published in Municipal Engineer, March 2010, by Authors Michael Graham, Carolyn Hayles of Queens University Belfast, and Partick Fong of The Hong Kong Poytechnic University, Hong Kong, examines applications for value management in making sustainable decisions for industry and public sector who face new sustainability targets imposed by legislation.  Through four case studies the refereed review paper demonstrates how value management has been successfully applied as a catalyst for embedding a culture of sustainable decision making. Case studies include small and large scale projects ranging from developing physical infrastructure to community capacity building.

This review
  • includes useful summaries of the agenda followed by case study projects over a period of years
  • explains how value management (BS EN 12973:2000) has been applied to create an auditable process for making 'judgements' which balance political, environmental, and commercial interests.  
  • concludes that the value management framework has the potential to be the standard methodology for sustainable decision making.

2009 - Facilitation Services - National Framework Contract, Scotland

Michael Graham Consultancy wins national three year faciltation services contract for the Improvement Service across Scotland.  Michael Graham said "We anticipate this framework could really help develop public services across Scotland.  In addition to our faciltation support the Improvement Service framework can deliver an extensive of other services and bringing this wide range of expertise together in one place will reap dividends."

2009  -  Value Management for IPENZ, New Zealand


IPENZ invited Michael Graham to run a training workshop in July to develop value management skills for Professional Engineers in New Zealand.  Michael Graham said
"This workshop is timely given the procurement modernization agenda announced in June 2009 by the Government of New Zealand. Value management gives people the skills and tools to improve business and  modernize Government
. The value management framework has been a core element of the UK & USA  Government  strategy to improve value for money over the past 10 years or so. Value Management  has achieved great results with over 100:1 return reported in USA (where there is a legal requirement to report data).  That 100:1 return works out at $2,500,000 return on $25,000 investment!

a reform agenda to transform government procurement policy and practice.  The focus of the reform agenda is to improve state sector productivity and efficiency, increase the opportunities for New Zealand businesses to participate in government contracts, and to release fiscal savings for use in other priority areas.  Further information is available in the Cabinet paper. 2009  -  Value Engineering, India


Michael Graham is supporting the interest group created during the Value Engineering Workshop, held in April 2008 at New Delhi, India organised by The World Bank - by informing good practice in value engineering. Any organisation considering transport sector projects in India of at least INR 500,000,000 may express interest to explore how value management can improve performance. Training and consultancy support is available to organisations which can offer exemplar projects.  When you make contact please submit a short summary of not more than two hundred words to describe your project and how value managment practice has been applied or will be applied for your project in India

International Value Management

Michael Graham is now registered as a Certified Value Specialist by the Certification Board of SAVE International. Michael Graham Consultancy has committed to support this professional qualification scheme as part of an international initiative to explore compatibility between European and North American value management systems.

Value management for Kintry Housing Partnership has improved partnering performance delivering a 7% cash saving and increased profits in the supply chain.


The Kintry Housing Partnership project was launched in 2000 to deliver 400 new homes for rent or sale. The project was part of the regeneration strategy for the Craigmillar area of Edinburgh and was funded by Communities Scotland.  

It was unusual for two reasons:

  •  Castle Rock Edinvar acted as the client, on behalf of itself and three other housing associations (Canmore, Edinvar and Link)
  •  the project was taken forward in full consultation with the local community.

One of the phases in the project was for the construction of 114 houses. A tender was negotiated and agreed at £7.5m, which was in line with pricing levels on earlier phases. However, Kintry and Communities Scotland wanted to ensure this contract benefited from learning through partnership working, rather than just market pricing.

A structured framework of VM was introduced to stimulate improvement. The resulting stepchange in performance enabled Communities Scotland to confirm an extension to the housing programme.

This case study illustrates how VM was used to improve partnering performance which resulted in a saving of £500,000 for the Client.

UK Award - Home Happening wins 'commendation' in Municipal Journal 2007 Achievement Awards 

HomeHappening has won a national commendation from the UK panel of judges in the Municipal Journal 2007 Achievement Awards.  And in this year’s awards, South Lanarkshire Council was the only local Scottish local authority to be commended by the judges. 

This is the third time HomeHappening has been recognised at national level in as many years in prestigious public sector and industry award competitions. The ‘tally’ of HomeHappening awards now comprises;

  • 2005; Commendation for ‘Outstanding Performance’ – National Home Improvement Council
  • 2006: UK finalist in the Association of Public Sector Excellence Awards
  • 2007: ‘Commended’ in Municipal Journal Achievement Awards (Public Private Partnership Achievement of the Year)

HomeHappening UK Finalists Best Internal Service Team of the Year 

HomeHappening, Scotland's largest council house improvement programme, is among the UK Finalists in APSE 2006 Best Internal Service Team of the Year for Construction and Building Services Category

Jim Hayton, Executive Director of Housing & Technical Resources, South Lanarkshire Council said: "The nominations are very welcome recognition of the creativity, hard work and commitment to customer service by the council and whether we ultimately win the final UK accolades or not, we remain committed to putting our customers first."

A spokesman for the Association of Public Sector Excellence, added: "Once again, this year's awards have attracted more than 500 submissions with more than 200 organisations taking part from England, Scotland, Northern Ireland and Wales. 

"Only four finalists have been short-listed in each category and we would like to take this early opportunity to commend the council for reaching the UK finals of this year's awards against such impressive competition."

Tailor KPI's to Improve Results 

Mike Graham writes in Contract Journal– 8th Feb 2006 

In reference to KPIs lets not get so hung up on measures that we forget communication.  There’s an ongoing challenge to run an effective and efficient performance management system in any business or long terms contract or partnering relationship. Tim Wood’s editorial comment ‘Choose what you use’, Contract Journal, 26th Jan 2006, is spot on.  It is about choosing the relevant KPIs for your organisation and tailoring these to suit so that you and your team improve customer satisfaction and business results.

To make a choice people need to be aware of what’s on offer.  I’m all for refinement to improve the industry KPI system but let’s make sure people understand the core message first.

Does a quarter of the industry really set out to be lower quartile performers or is that just what happens when you are not aware of or do not take an interest in KPIs?

National Home Improvement Council Outstanding Achievement Award

Cambusbarron based management consultancy, Michael Graham Consultancy, is the Partnering Advisor for the award winning Home Happening Programme. 

Home Happening is the five-year, £144 million housing investment programme designed to improve the quality of life for 25,000 tenants and local communities throughout South Lanarkshire.   The National Home Improvement Council Certificate of Merit was awarded to South Lanarkshire for ‘outstanding achievement in encouraging home improvement during the last year’ at a ceremony attended by more than 200 delegates from local authorities and housing associations across the UK. 

The award was presented by the Rt. Hon. Nick Raynsford – a former Minister for Housing - at the Gladstone Library venue for the ceremony, hosted by Lord Brooke, President of the National Home Improvement Council. Councillor Alan Dick, MBE, Chair of the Housing and Technical Resources Committee, and Councillor Alex McInnes, Depute, collected the award on behalf of South Lanarkshire.
